Department of Labour
Responsible for generating the Skills Development legislation & regulations and for the guidelines to help promote the implementation of the Skills Development &v Skills Development Levies Acts
ETQA
Education & Training Quality Assurance body
Statutory body responsible for monitoring and auditing achievements in terms of national standards and qualifications within a certain sector
FET (Band)
Further Education & Training
Covers senior school levels(Grades 10-12) and equivalent courses at Technical & other colleges & companies
GET (Band)
General Education & Training
Covers primary and intermediary school & equivalent ABET levels
HET (Band)
Higher Education & Training
Covers degrees and diplomas awarded by universities & equivalent private providers and in –company courses
NQF
National Qualifications Framework
The structure that organises and classifies qualifications and competencies in South Africa. It consists of registered standards, units and qualifications at eight levels of learning.
NSA
National Skills Authority
Statutory body with two main functions – to advise Minister of Labour on national skills development policy & strategy and to oversee the work of SETAs.
(NSB) Consultative Panel
National Standards Body – Consultative Panel
Statutory body that carries out specific functions relating to the registration of national standards and qualifications.
NLRD
National Learners Record Database
Electronic information system providing information on SAQA and substructures, registered qualifications & standards, accredited ETQAs & providers, registered Assessors, moderating bodies & individual learners
NSF
National Skills Fund
Fund established for projects that have been identified as national priorities by the National Skills Development strategy.
OBE
Outcomes-Based Education
System of education focusing on the results or learning outcomes to be achieved rather than on the content of the learning.
OBET
Outcomes-Based Education & Training
Focuses on the learning outcomes to be achieved. Learning programmes are designed to help learners achieve those desired outcomes
OCTO
Quality Council for Trades and Occupations
The QCTO is one of the three Quality Councils provided for in the National Qualifications Framework Act (NQF Act No 67 of 2008). The QCTO was established under the Skills Development Act and became operational on the 1st April 2010 following the publication of Government Gazette No 33059, 1st April 2010
RPL
Recognition of Prior Learning
Means the comparison of the previous learning and experience of a learner (based on evidence from a persons work and life experience rather than a formal course) against learning outcomes required for a specific qualification.
SAQA
South African Qualifications Authority
Statutory body responsible for the implementation of the NQF
SETA
Sector Education Training Authority
Statutory body that administrates education & training within a particular sector
SGB
Standards Generating Body
Statutory body that carries out specific functions relating to the establishment of national standards and qualifications.
